WASHINGTON (CNN) -- Embattled Idaho Sen. Larry Craig emphatically denied new allegations of homosexual encounters published in his home state's largest newspaper Sunday, calling the statements of four new accusers "completely false."

The Boise-based Idaho Statesman identified four men who have gone public with claims they either had sex with the veteran senator or that he made sexual advances toward them in incidents dating back to the 1980s.

The men describe their encounters with Craig, R-Idaho, in detail. But the Statesman said it had no physical evidence to back up its reporting and described the claims as "he-said, he-said allegations."

"Like its previous coverage, these latest allegations are completely false and have no basis in reality," Craig said in a statement issued by his office. "In fact, the paper itself states that these baseless accusations contain no definitive evidence, yet they still decided to print them anyway."

Craig pleaded guilty to a misdemeanor disorderly conduct charge in August, two months after his arrest in a sex sting at the Minneapolis-St. Paul International Airport. He announced plans to resign after his arrest became public, and has called the guilty plea a mistake.

After announcing plans to resign, Craig decided to remain in office to defend his conduct before the Senate Ethics Committee and has asked Minnesota courts to let him withdraw his plea. But he said he will not seek a new term in 2008.

"Despite the fact the Idaho Statesman has decided to pursue its own agenda and print these falsehoods without any facts to back them up, I won't let this paper's attempt to malign my name stop me from continuing my work to serve the people of Idaho," he said.

MIAMI The expressions on the sweet little faces of those boys, that's what I cannot wash away. As I mingled with the congregation outside the Second Baptist Church, it seemed most of the young had looks framed in puzzlement and, yes, with a sort of restrained fear.

They were young African-Americans trying to sort out the horrors of what they've been told, what they've heard, what they've seen, even as the images of the accused in orange jail jumpsuits began spilling out through various media ports. How to understand the madness of it all, that one of their own, Sean Taylor, was dead at age 24.

Sunday, I saw one young boy, nose pressed against glass in the back seat of a car, dressed smartly in a blue and yellow argyle sweater. Maybe he was daydreaming perhaps about those free doughnuts after the sunrise sermon but he looked cheerless to me.

There were dozens of young people, but I heard no laughter, no squeals of joy. How could there be? Five days after Taylor's slaying, the real tragedy remains not so much what he leaves behind but what lies ahead for African-Americans everywhere namely more heartbreak to overcome, more bodies to bury. And, yes, more murders of young African-Americans and the incarcerations of their "brothers."

Last year, 14,990 people were murdered in the USA, according to a crime report filed by the Department of Justice and the FBI. The data revealed that nearly 50% were African-Americans, even though that group accounts for only 12% of the U.S. population. An equally grim statistic: Of those African-Americans who were the victims of homicide, more than one out of every three were ages 13–24.

A common denominator in the black genocide is absentee fathers.

"Anytime the man abandons his household, we're going to have problems," said Gregory Clark, a church minister. "Boys have to have an early foundation of who they are and what's expected of them. When they don't have that, they become destructive. No one wins."

MIAMI Mourners in Miami waited in line a block long Sunday to pay respects to slain Washington Redskins star Sean Taylor, as his family prepared for Monday's funeral. Football fans in Maryland waived towels with Taylor's No. 21 emblazoned on them. And four suspects sat in Lee County Jail waiting to be taken to Miami to answer to charges that they killed him.

Jason Scott Mitchell, 19, was the last of the four suspects to be charged Sunday with burglary, home-invasion robbery and first-degree murder while in commission of a serious felony.

Dressed in a bright orange jumpsuit, Mitchell made his first court appearance via video conference from the jail before Judge Hugh Starnes.

Mitchell's Fort Myers attorney, Sawyer Smith, said his client understands the severity of the situation.

"He is scared and he is exhausted," Smith said, adding that his client admitted to participating in an armed robbery.

Mitchell, Charles Wardlow, 18, Venjah Hunte, 20, and Eric Rivera, Jr., 17, were awaiting transport Sunday to Miami where they will appear in court again.

Mitchell and Wardlow had connections to Taylor, according to earlier reports. Mitchell mowed Taylor's lawn and did other chores at the house, Mitchell's twin brother, Scottie, said. Taylor's sister, Sasha Johnson, dates Wardlow's cousin and Mitchell recently attended a birthday party for her.

Reached on Sunday, Scottie Mitchell refused to comment.

Robbery, not murder

Miami-Dade police said the four suspects went to Taylor's home in an affluent Miami suburb Nov. 26 with intentions of burglary. They didn't expect anyone to be there. But Taylor was home recuperating from a knee injury.

As Taylor approached the intruders with a machete, one suspect reportedly shot him in the leg. He died early Tuesday.

I didn't know Sean Taylor. I can't tell you why he died. I also can't tell you what kind of man he was. And neither can most of us in the news media.

But that didn't stop us from trying.

Taylor, a 24-year-old Washington Redskins defensive back, was killed last week, shot by an intruder in his home. On Saturday, four men were charged with unpremeditated murder. There were confessions. That, we know.

We also know this: Taylor had, at times, run with dangerous people, had an armed assault charge on his record and kept a machete by his bed.

And he rarely spoke to reporters.

So it was interesting to watch so many quickly canonize him as a man who was "turning his life around." Countless writers and broadcasters repeated this claim in the immediate hours after his death, often citing a 1-year-old daughter as his enlightenment.

One ESPN panelist said, "He had a family, wife, small child and from all appearances he appeared to be turning his life around." One Sporting News columnist wrote, "Becoming a parent had apparently given Taylor a new purpose and helped him mature."

One Washington Post writer said of Taylor: "He once was lost, but now was found."

A time to pass judgment

Now maybe some of these people, at best, spent a moment with a microphone or notepad in front of Taylor. I doubt many knew him. I doubt they ever went to his Miami home. Ate a meal with him. Or saw the machete in his bedroom.

So how could they know where his life was? Maybe Taylor had indeed gone from sinner to saint. But at the time, the story was so fresh, any scenario was possible, and such declarations ran the risk of conflicting with other facts: Did Taylor know the people who killed him? Were they -- as a childhood friend suggested -- out to get him? Taylor was the fourth current or former University of Miami football player slain in 15 years. Maybe that mattered? Maybe it didn't?

But if this world has taught us anything about when sports mix with crime, it is to hold our tongues. Wait and see. Do not rush into tragic prose, idealized caricatures or familiar stereotypes -- especially using comments from upset friends or relatives as facts. When the Duke lacrosse case broke, the quick consensus was that spoiled white kids raped a black single mother. It was a lie. When Len Bias died, there were instant experts lamenting his overworked heart -- until we discovered cocaine killed him.

Adewale Ogunleye was tired of running. It was time to meet his fate.

A few minutes earlier, the Chicago Bears defensive end had pulled his Bentley out of the parking lot of a Miami hot spot and noticed he was being followed.

Every time he turned, the car behind him turned. Every time he sped up, it sped up. It was a few minutes after 3 a.m., an up-to-no-good hour that did nothing to ease the nerves of the 6-foot-4, 260-pound Pro Bowler. So he tried everything he could think of to shake his pursuers.

"I was doing illegal things -- speeding, running red lights, running stop signs, doing everything to get away," Ogunleye said. "But they just wouldn't leave me alone."

So he gave up. He stopped his Bentley, rolled down the window and nervously prepared for the worst. But before he could say a word, the other car pulled up and two guys started talking. Turns out they were big fans. Had their own band. And wanted to give Ogunleye a CD so he could listen to it and e-mail them his thoughts.

All those nerves -- the sweaty palms, the racing heartbeat, the dilated pupils -- were for a CD.

"And in the back of my mind, I was thinking, 'Somebody is trying to rob me or kill me,'" Ogunleye said of that night a few years ago. "It still scares me. What if somebody would have had a gun? What if that would have been some crazy person chasing me down? It's scary.

LANDOVER, Md., Dec. 2 After a late field goal sent the Washington Redskins to another loss Sunday, cornerback Fred Smoot lay face down on the sodden turf for long enough that his teammates hovered over him, wondering if he was injured.

Smoot was fine, physically. A 17–16 loss to the Buffalo Bills, sealed when Buffalos Rian Lindell kicked his fifth field goal of the game with four seconds to play, was devastating emotionally for Smoot and every other member of the Redskins.

Asked later what he was thinking as he lay still on the field, Smoot said softly: That I let my man down. We were so close, and I let my man down.

Smoot was referring to Sean Taylor, the 24-year-old Pro Bowl free safety who died Tuesday after he was shot during a suspected burglary attempt at his home in suburban Miami. Taylor was revered by his teammates for his intensity and ferocity.

Several times early in Sundays game, Smoot said he looked back at the middle of the field, where Taylor would have been playing, and, tears welling in his eyes, realized that Taylor was gone.

For all of the No. 21 jerseys, twirling white towels and handwritten signs in the stands Sunday, for all of the red-and-yellow flowers and burning candles at a makeshift memorial outside the stadium, for all of the pre-game tributes to the Pro Bowl safety, the most stark reminder of Taylor's plight came when the Washington Redskins lined up on defence for the first time since he was killed.

Instead of 11 Redskins on the field, as rules allow, there were 10.

When the visiting Buffalo Bills prepared to run their first play on offence midway through the opening quarter, the man who replaced Taylor in Washington's lineup, Reed Doughty, stood near coaches on the sideline.

"It was important for the team to know that Sean was with us that one last time on the field," Doughty said. "He'll always be with us, but that was special."

After watching while Bills running back Fred Jackson gained 22 yards, Doughty entered for the next play – and made the tackle.

Redskins coach Joe Gibbs wasn't aware ahead of time that players were going to honour Taylor that way; assistant coach Gregg Williams said his defensive coaches and unit decided Saturday night to do it.

"We were going to let him ride with us one more time," said Williams, who has described Taylor as being like a son to him.

LANDOVER, Md. -- The eye saw only 10 defenders on the field when the Washington Redskins' defense lined up for the first time since Sean Taylor's shooting death.

The heart knew there were 11.

The heart never felt Taylor's presence more strongly.

No. 21 was at FedEx Field in spirit, if not in uniform.

"Look around," public-address announcer Mark Kessler told the 85,831 fans before kickoff. "See for yourself."

The Redskins honored their fallen safety with dignity before and after Joe Gibbs' coaching error helped Buffalo emerge with a 17–16 victory. Gibbs violated the rule preventing teams from calling consecutive timeouts to ice the opposing kicker, moving Buffalo's game-winning attempt 15 yards closer.

Rian Lindell's 36-yarder damaged the Redskins' playoff chances, sure, but no one with an ounce of perspective will remember Dec. 2, 2007, as the day Washington's record slipped to 5–7.

Gibbs' gaffe qualifies as a topic for another day, but not this one. Not with more than 300 team employees heading to South Florida for a funeral Tuesday.

"I am thoroughly disappointed that we lost a game," guard Pete Kendall said, "but tomorrow we have to go about the business of burying a teammate and a friend, and that is obviously light-years worse."

Before the Redskins took the field on Sunday, they reflected on their fallen teammate.

Losing the game prevented the Redskins from celebrating a victory they never intended to celebrate, anyway. Honoring a fallen teammate should never be contingent on a final score.

"Even if we had won the game," tackle Chris Samuels said, "it wasn't going to bring Sean back. We wanted to go out there and play as hard as we could for Sean because I feel like he would have laid it on the line for us. I felt like we played hard."

In the 20 minutes before the Washington Redskins kick off against the Buffalo Bills today at FedEx Field -- a normally antiseptic arena that will be part church, part funeral parlor, part therapist's couch to about 90,000 people -- a tribute to Sean Taylor, the 24-year-old star safety who was slain in his Miami home early last week, will play on the videoboard.

What happens over those four minutes might stick with the Redskins' fans, players, coaches and staff forever. "You can't forget the moment, because it's so emotional," said Bobby Murcer, who 28 years ago took to left field at Yankee Stadium in the hours after he and his teammates returned from the funeral of Thurman Munson, the Yankees catcher and captain.

When each Redskin emerges from the locker room, he will bear a sticker of Taylor's No. 21 on his helmet, a patch with the No. 21 on his jersey, the same number that will be affixed to towels handed to fans as they enter the stadium. There will be a moment of silence at FedEx and league-wide. The idea of football-as-catharsis will take over.

"It's a very moving experience," Murcer said last week. "That next game, we got to remember him as an individual and as a team. But it's not only us that's hurting. It's the fans. It's as much for them as it is for you as an individual. It reminds you that the fans who follow the team, it's as big a part of their lives as it is for you."

The situation in which the Redskins and their fans find themselves today is hardly unprecedented. Yet those who have been through it -- losing a teammate in midseason, be it to accident or violence or their own health problems -- said last week that there is little way to predict what happens next. Teams have recovered from tragedy to reach the playoffs, to win championships. Others have foundered. Either way, beginning today, the backdrop of Taylor's death will be there for the Redskins. They have five regular season games to play, none with Taylor.

JAKARTA, Indonesia, Dec. 2 Thousands of government officials, industry lobbyists, environmental campaigners and observers are arriving on the Indonesian island of Bali for two weeks of talks starting Monday that are aimed at breathing new life into the troubled 15-year-old global climate treaty.

A heightened sense of urgency surrounds the meeting in light of a report issued last month by the United Nations Intergovernmental Panel on Climate Change, which detailed the potentially devastating effects of global warming in the panels strongest language yet.

But few participants expect this round of talks to produce significant breakthroughs. At most, they say, it will result in new commitments to negotiate to update the original treaty by the end of 2009.

The bulk of attention will be on the future, said Yvo de Boer, executive secretary of the United Nations Framework Convention on Climate Change, the organization administering the treaty. My hope is that we can formally launch negotiations and form an agenda for those negotiations that will lead to a long-term policy response to climate change.

The original treaty, signed by almost all nations in 1992, set voluntary goals for curbing the emission of greenhouse gases, which mostly come from burning fossil fuels and forests, and which have been linked by scientists to global warming. But few of those goals have been met.

A Computer Associates security researcher says that Facebook's controversial Beacon online ad system goes much further than expected in tracking people's Web activities.

A Computer Associates security researcher is sounding the alarm that Facebook's controversial Beacon online ad system goes much further than anyone has imagined in tracking people's Web activities outside the popular social networking site.

Beacon will report back to Facebook on members' activities on third-party sites that participate in Beacon even if the users are logged off from Facebook and have declined having their activities broadcast to their Facebook friends.

That's the finding published on Friday by Stefan Berteau, senior research engineer at CA's Threat Research Group in a note summarizing tests he conducted.

Of particular concern is that users aren't informed that data on their activities at these sites is flowing back to Facebook, nor given the option to block that information from being transmitted, Berteau said in an interview.

"It can happen completely without their knowledge, unless they are examining their network traffic at a very low level," Berteau said.

Am Law 200 Managing Partners Issue Fog Advisory for 2008

Each fall, when this magazine surveys the leaders of The Am Law 200 about the state of their firms, the responses are awash in sunny optimism -- at least, they have been until now. This year, for the first time since we began polling them in 2003, a substantial number of firm leaders admit to being uneasy about the future. More than a quarter reported that they were uncertain about their firm's prospects next year, and a few said they felt downright pessimistic. What's going on?

Follow-up interviews with more than a dozen survey respondents from all segments of The Am Law 200 offered some clues. Worries about the current state of the U.S. economy topped the list of concerns. Leaders of transactional firms say they remain unsure of how deeply the credit meltdown will penetrate the M&A and financial markets. Even managing partners who expect their firms to stay busy are hedging their bets, building up bankruptcy and restructuring practices ahead of a potentially long-lasting economic downturn. "People just have a general sense that the pace of activity on the transaction side of the practice is going to crest," says Orrick, Herrington & Sutcliffe chair and CEO Ralph Baxter Jr. —although he adds that he is not among the pessimists.

Litigation has traditionally helped many firms weather economic storms, but managing partners at litigation-heavy firms say they're looking over their shoulders, too. Several mentioned an October Fulbright & Jaworski survey of in-house lawyers showing a drop-off in new litigation,, and some wondered whether a faltering economy could make clients tighten their purse strings. They also worry about balancing partner expectations with the pressures of rising associate salaries and client demand for discounts. "My partners are going to expect a very good 2008 regardless of what's happening outside the four walls of this law firm," says Shook, Hardy & Bacon chair John Murphy.

From the survey and the interviews, the overall message is clear. For the first time in five years, growth is not a given. "There are lots of spots in The Am Law 200 where firms are in peril," says Keith Wetmore, chairman of Morrison & Foerster (though he is quick to add that MoFo is not one of them). "What's on the eight ball when you turn it over? I think it says: 'The future is cloudy.'"

Some of the anxiety about the future -- 32 of 123 firm leaders said they were "uncertain" and three said they were "pessimistic" -- is a factor of the survey's timing. Answers to our survey came back to us in September and October, in the midst of the collapse of the subprime mortgage market and plummeting faith in the value of securitized debt. Firms whose profits depend, directly or indirectly, on the continued strength of the corporate credit market were still nervously judging the extent of the damage.

But the credit crunch is only part of the story, several managing partners say. The current market worries are exacerbating a more general sense that firms' resources have already been stretched to the limit. As the chair of one firm put it: "We can't beat the donkeys any harder." A six-year economic boom created an intense struggle for talent, caused associate salaries to skyrocket and raised profitability expectations ever higher. If there's a real downturn, firms accustomed to revving their engines harder and harder may need to learn to shift into lower gear. Presiding over a boom is one thing. Guiding a firm through rough times is another.

Numbers from the survey provide a window into firm leaders' troubled minds. Just 58 percent of them expect the economy to grow at all in 2008, compared with 81 percent last year. Roughly 10 percent expect the economy to decline.

Also, for the first time in five years, the majority of managing partners we polled believe the flow of deals will stay flat or decrease. Fewer than a quarter thought so last year, and only 5 percent in 2003. The past few years saw a climate of low interest rates, easy credit and a strong stock market that pumped up the private equity and mergers markets. Now that environment is changing. "I've been around long enough to know that kind of perfect storm of variables can't last forever," says Cravath, Swaine & Moore presiding partner Evan Chesler, who remains optimistic about his own firm. "That's just a fact of life."

"World Freedom Atlas". Its both very
beautiful and wonderfully useful. We
will be interviewing its creator,
Zachary, Johnson, and you will be amazed
to learn that he put it together with
practically no money, but lots of
hard work.

for the Oil and Gas Industry Jenny
Owens, project manager for social
responsibility at IPIECA, wrote to
tell us about this very toolkit.
It destined to help managers in the oil
sector to make human rights-sensitive
decisions. We were impressed by the
quality of the pedagogy. The trainer
manual makes a very effective use of
scenarios and dilemmes for discussion.
These scenarios make it possible to
jump straight into the most thorny
issues: how to avoid complicity with

against Aboriginal Affairs Minister

Another interesting blog run by
Olivia Ball. Her intention is to address

how �Blix envisages peace through

that Hans Blix, foremost known as the
weapon inspector of Iraq prior to
the current war, recently was awarded
the Sydney Peace Prize. Including an
excerpt from his acceptance speech,

Hammarskj�l a couple of years

heaven, but it might help us to avoid

The UUSC Hotwire

Is a human rights weblog of the
unitarian universalist service committee.
A nonsectarian organization that
advances human rights and social justice
in the United States and around the
world. Their latest post from the 24th
of November deals with the situation
where Muslim women are being enforced
to wear headscarves. The criticism put
forward is done with realization
of- and respect for the Muslim women
wearing it as a sign of religious
devotion, which they have freely chosen.
What is put forward here by Lauri
Brunner, as she tells us about her
visit to Aceh, is the danger of the
scarves becoming a �fabric of oppression�
in Indonesia as it has in Pakistan when
the women are in risk of getting
detention or caning for not wearing it.

We caught up with the creator of
this wonderful atlas, Zachary Johnson,
for an email interview:

Editor: How is this website meant
to be used? What kind of information
does it provide?

Zachary: I initially aimed the World
Freedom Atlas at scholars and NGO/IGO
workers who already work with the
datasets I've included. I hope people
use it to explore the data, ask
questions, and do some initial analysis.
I really don't expect the atlas to
necessarily answer questions -- that's
not what geovisualization is all about.
Rather, I hope it raises issues and
awareness and compels users to further
explore the complex issues of
freedom, democracy, and human rights.

The data are of course available
online, and many of the original data
providers (Freedom House, Transparency
International, etc.) even provide
some maps on their websites.
As I cartographer, though, I was
generally dissatisfied with these maps.
Plus, I wanted them to be available all
in one place, rather that dispersed across
cyberspace.

Editor: How is it done, technically?
How do you keep it up to date? Was it
difficult to find all the datasets and
put them together? How long did it
take you?

Zachary: I really improved my
programming skills during the 6 months
I worked on the World Freedom Atlas.
It was done in Flash 8 using its
programming language Actionscript 2.
The data are stored in a single
table in a mySQL database and I use
AMFPHP (a group of classes written in
the PHP programming language) and some
of my own PHP scripts to go
back-and-forth between the Flash app
and the database (when the user
requests a specific variable to be mapped).

Right now the database and application
are set up quite flexibly. So if I
want to add a new variable or update
an existing one, it only takes a few
steps and the application will update
automatically. Unfortunately I
haven't had much time lately to do
even these few steps, so there may be
a few datasets in need of updating.
A couple months into the production of
the atlas I discovered the Quality of
Governance Institute, a Swedish
organization affiliated w ith G�teborg
University. They release and
constantly update a huge dataset with
time series data going back to 1946.

I chose to load their entire dataset
into my application, though I only
go back as far as 1990. I definitely
owe a lot to the QoG for collecting
and disseminating this dataset.
That said, it still took a lot of work
to get it into a form usable by Flash,
and to import such a huge file into a
mySQL table.

I can't even estimate how long it took
me to complete. This has been my
baby for the past 6 months, and there
have been many nights working past
3am on it. Definitely over a hundred
hours, and quite possibly over 200.
I've also been working on many other
projects, taking classes, and (sort
of) working on my thesis at the same
time, so the atlas has had to take a
backseat at some times.

Editor: Tell us a bit about yourself,
and why you did this. What kind of
financing did you have?

Zachary: This began as a class project
for an interactive mapping course
at the University of Wisconsin taught
by Professor Mark Harrower.

We produced a very limited version of
the atlas (using only Freedom House
data) and turned it in in May. My
group-mates gladly turned the atlas
over to me and I chose to completely
redesign it and repurpose it as a
more general geovisualization
application for data related to good
governance.

So it was a completely independent
project. There was no financing
whatsoever and I haven't made a dime
off of it (and don't plan to, though
it will obviously be a very large
portfolio piece for me when I'm
looking for other, paying clients).

Editor: What is your next project?
If you had a million dollars to spend
on a nonprofit idea, what would that be?

Zachary: I'm currently working on a
couple interactive projects, but these
will finish up in December. Those
interested can check out my website,
indiemaps.com. I really want to
continue working on areas related to
human rights, population studies, or
environmental justice. I'm still
looking around for my next project
(though I really should finish up my
Master's thesis sometime...).

If I had a ton of funding to produce
a non-profit application of my
choosing, I would likely create some
type of web-based Flash GIS
application, into which all sorts of
users could easily load in and
explore their own data, be it about
human rights or environmental
degradation. Current GIS software
is quite powerful, but also very
expensive and typically quite hard
to use. A Flash-based GIS could
incorporate very nice interface design
and complete access to anyone with
a web browser.

Mukasey announced the increase at an afternoon speech in Park City, Utah. The number of people identified in the national instant background check database as having mental problems grew from 174,863 three months after the April 16 Virginia Tech shootings to 393,957 this month.

"As the Virginia Tech tragedy made clear, it is vital that [the database] have accurate and complete information on persons prohibited from possessing firearms because of mental health history," Mr. Mukasey told the National Association of Attorneys General. "Several states have begun submitting records that previously had not, or have worked to increase the number of records they submit."

In his first policy speech since being sworn in as attorney general earlier this month, Mr. Mukasey said he hoped more states will submit the names.

People are included in the federal database only after courts or other lawful authorities have found them to have mental health problems, Justice Department officials said. Currently, 32 states submit names to the mental health database, and the federal government cannot force the other 18 to follow suit.

Japanese readers have made an unlikely intervention into the Britishness debate by offering to help solve the row over the future of the Union Jack.

Earlier this week a Labour MP called for the Union flag to be redesigned to include the Welsh Dragon.

Some designs were comic, others would have a somewhat limited shelf-life.

Following an invitation for Telegraph readers to submit their designs, a broad range of interesting suggestions were sent in. At first most of the readers' flags were sent from within the UK, but then a Japanese website offered to help. "We heard the news of the Union Jack problem," they wrote. "We believe that our new ideas will help." Others were more subtle re-workings of the original Union Jack design The designs ranged from the sober and sensible to the frankly comic.

The debate began when Wrexham MP Ian Lucas said the current design does not represent Wales's "true place in the Union".

KHARTOUM, Sudan (CNN) -- Sudan's president Omar al-Bashir pardoned a British teacher convicted of insulting religion, presidential palace sources said.

Gillian Gibbons is expected to be freed Monday afternoon, sources told Time magazine's Sam Dealey Monday.

She will then leave Khartoum on a flight later in the day, along with the two British lawmakers who arrived there Saturday to secure her release.

Gibbons, 54, was sentenced to 15 days in jail last Thursday for having allowed her students at a private school to name a teddy bear "Mohammed."

Without a pardon, she would have remained in jail another six days.

The pardon came following efforts by Nazir Ahmed and Sayeeda Warsi, Muslim members of the House of Lords, to persuade the Sudanese government that releasing Gibbons would create international goodwill toward their country.

Advisers Say F.D.A.s Flaws Put Lives at Risk

WASHINGTON, Nov. 30 The nations food supply is at risk, its drugs are potentially dangerous and its citizens lives are at stake because the Food and Drug Administration is desperately short of money and poorly organized, according to an alarming report by agency advisers.

The report, made public on Friday, is the latest and perhaps most far-reaching in a string of outside assessments that have concluded that the F.D.A. is poorly equipped to protect the public health.

It was written by three members of the F.D.A. Science Board, an advisory panel that reports directly to the agencys commissioner, Dr. Andrew C. von Eschenbach. The three authors in turn had 30 scientific advisers.

The report concludes that over the last two decades, the agencys public health responsibilities have soared while its appropriations have barely budged. The result is that the F.D.A. is falling farther and farther behind in carrying out its responsibilities and understanding the science it needs to do its many jobs.

F.D.A.s inability to keep up with scientific advances means that American lives are at risk, the report stated.

Sandy Walsh of the F.D.A. said the agency values the evaluation done by the subcommittee members and the scientific experts that were consulted but would not comment further.

Barbara J. McNeil, a professor of health care policy at Harvard Medical School and one of the reports authors, said she was stunned at the agencys sorry state.

WASHINGTON (Reuters) – A new U.S. intelligence report says Iran halted its nuclear weapons program in 2003 and it remains on hold, contradicting the Bush administration's earlier assertion that Tehran was intent on developing a bomb.

The National Intelligence Estimate (NIE) released on Monday could undermine U.S. efforts to convince other world powers to agree on a third package of U.N. sanctions against Iran for defying demands to halt uranium enrichment activities.

Tensions have escalated in recent months as Washington has ratcheted up the rhetoric against Tehran, with

U.S.

President George W. Bush

insisting in October that a nuclear-armed Iran could lead to World War Three.

But in a finding likely to surprise U.S. friends and foes alike, the latest NIE concluded: "We do not know whether (Iran) currently intends to develop nuclear weapons."

That marked a sharp contrast to an intelligence report two years ago that stated Iran was "determined to develop nuclear weapons."

But the new assessment found Iran was continuing to develop technical capabilities that could be used to build a bomb and that it would likely be capable of producing enough highly enriched uranium for a nuclear weapon "sometime during the 2010–2015 time-frame."

The shift in the intelligence community's thinking on Iran comes five years after a flawed NIE concluded neighbouring Iraq was developing weapons of mass destruction -- a report that helped pave the way for the U.S.-led invasion in March 2003.

No weapons of mass destruction were ever found in Iraq and intelligence agencies since have been more cautious about Iran's nuclear ambitions.

Bush and Vice President Dick Cheney were briefed on the NIE last Wednesday, senior intelligence officials said. They said political officials had no input into the findings.

Iran has already been hit with two rounds of U.N. sanctions. Washington, which insists it wants to solve the problem diplomatically while leaving military options "on the table," is pushing for tougher measures but faces resistance from China and Russia.

Tehran insists it wants nuclear technology only for civilian purposes, such as electricity generation.

The nuclear standoff has become a major issue in the 2008 U.S. presidential campaign, with candidates weighing in on the prospects for military action against Iran.
